A high school counselor in Los Angeles has been arrested for allegedly sexually abusing a 16-year-old boy, with police believing there may be additional victims, according to KTLA.
Julie Tichon, 37, was taken into custody in August 2024, following a “series of sexual assaults” against the teen earlier this year while she was employed at YULA High School, a modern Orthodox Jewish yeshiva located at 9760 W Pico Blvd, Los Angeles, CA 90035. The Los Angeles Police Department (LAPD) announced the arrest on Tuesday, September 24, 2024, detailing the disturbing nature of the allegations.
Detective Russ Hess of the LAPD stated that Tichon exploited her position of trust to engage in inappropriate relationships with her victims. “The suspect used her position of responsibility to gain these victims’ trust, then began inappropriate sexual relationships with them,” Hess said. “Rather than advising them, she was abusing them.” Tichon faces three counts of unlawful sexual intercourse with a minor and one count of oral copulation of a person under 18, potentially leading to a five-year prison sentence if convicted.
Tichon has pleaded not guilty and was released to her own recognizance, according to the District Attorney's office. She is scheduled to return to court on November 1. Although she worked at YULA High School for approximately four years, she is no longer listed on the school’s website.
An email sent to parents by Rabbi Arye Sufrin, head of school at YULA, indicated the institution was aware of at least one other victim. In a notification dated May 28, Sufrin mentioned that a female staff member on the boys' campus was accused of having an “inappropriate relationship of a sexual nature” with two male students. The school reported these allegations to the LAPD, and the staff member is no longer employed there.
YULA High School has not yet responded to requests for comments regarding the situation, according to the New York Times. The LAPD is actively seeking additional victims and witnesses as the investigation continues.
In the aftermath of serious allegations against a Southern California Jewish high school counselor, the legal landscape for victims of sexual abuse by a school counselor becomes increasingly important. In this interview, sexual abuse attorney Jason Amala discusses the rights available to victims and their families, the responsibilities of schools, and the process of holding negligent parties accountable. His experience sheds light on the steps victims can take to seek justice and support.
Editor Darla Medina: Thank you for joining us. What legal rights do victims have when it comes to cases like this involving a school counselor?
Attorney Jason Amala: Victims have several rights, including the right to file a civil lawsuit against the perpetrator and potentially the school district. This can seek damages for emotional distress, medical expenses, and any other harm caused.
DM: What about holding the school accountable? How can that be achieved?
JA: Schools can be held liable if they were negligent in their duty to protect students. This includes failing to conduct proper background checks or not acting on prior complaints. Victims can file claims against the school within the statute of limitations, which varies by state.
DM: What advice do you have for victims who may be hesitant to come forward?
JA: It’s important for victims to know they are not alone and that support is available. Consulting with a legal professional can help clarify their rights and options. Many attorneys offer free consultations to discuss these sensitive issues.
