WV Teacher Aide Arrested for Alleged Sexual Abuse of Student

WV News reported that a 50-year-old man from Clarksburg has been arrested in connection with an investigation into alleged sexual abuse at a local elementary school. According to Sgt. R.L. Glaspell of the West Virginia State Police, Bridgeport Detachment, Victor Lee Chess, a first-grade teacher's aide at North View Elementary School located at 1400 N 19th St, Clarksburg, WV 26301, has been accused of sexually abusing a student.

On Friday, May 24, 2024, Tpr. N.P. Clifton obtained warrants for Chess on charges of first-degree sexual abuse of a child under age 12, sexual abuse by a parent, guardian or person of trust, and sexual contact by a school employee.

Chess turned himself in at the Bridgeport Detachment and was arrested without incident, Glaspell reported. Presumed innocent, Chess pleaded not guilty before Harrison Magistrate Kevin Renzelli, who set bond at $150,000, with the option of posting 10% in cash ($15,000) and securing the remaining 90%.

Renzelli also imposed a no-contact order on Chess, prohibiting direct or indirect contact with the alleged victim as well as anyone else under the age of 18.

This disturbing case has sent shockwaves through the community, and authorities have vowed to thoroughly investigate the matter and ensure the safety and well-being of all students. As the legal process unfolds, the public will be closely watching for updates on this developing story.

Justice for Children Abused By a Teacher's Aide

In the wake of the deeply troubling allegations that a teacher's aide sexually abused a student at a local elementary school, the need for justice and accountability has become paramount. To better understand the legal rights and options available to victims and their families, we sat down with Jesse Forbes, an experienced West Virginia sexual assault lawyer, to discuss this critical issue.

Editor Darla Medina (DM): Thank you for joining us, Mr. Forbes. As a sexual assault lawyer, what can you tell us about the legal options available for those who have been sexually abused by a teacher or teacher's aide?

Jesse Forbes, Esq. (JF): In cases like this, the victims and their families may have several legal avenues to pursue. First and foremost, they can file a civil lawsuit against the perpetrator for the sexual abuse. This can include seeking damages for the emotional and psychological harm caused by the abuse.

Additionally, victims may be able to hold the school district or other responsible parties accountable for negligence in failing to protect the student. Schools have a duty of care to ensure the safety of their students, and if they are found to have known about or ignored warning signs of abuse, they can be liable.

DM: That's very concerning. What are some of the ways a school district could be held responsible in a case like this?

JF: School districts can be held liable if they knew or should have known about the abuse and failed to take appropriate action to protect the student. This could include inadequate background checks, lax supervision of employees, or a failure to report suspected abuse to the proper authorities.

Victims may also be able to seek damages from the school district for emotional distress, therapy and counseling costs, and any other expenses related to the abuse. It's crucial that the school is held accountable for creating an environment where this type of abuse could occur.

DM: That's very helpful information, Mr. Forbes. Thank you for taking the time to discuss this important issue with us.

JF: You're welcome. I'm glad I could provide some insight into the legal options available for victims of sexual abuse by teachers or school staff. It's a difficult and sensitive topic, but it's important that victims and their families know they have rights and can seek justice.
