A teacher at Musselman Middle School at 105 Pride Ave, Bunker Hill, WV 25413, has been accused of grooming and sexually assaulting a 14-year-old female student over a five-month period. State police allege that Luke Seno, 46, of Bunker Hill, provided the student with gifts and money as part of the grooming process before committing repeated assaults.
Seno was arrested on Saturday and now faces a total of 40 charges, including 20 counts of third-degree sexual assault, 10 counts of sexual assault by a person of trust, and 10 counts of soliciting a minor using a computer. He is being held at the Eastern Regional Jail with bail set at $1.5 million, cash-only, according to WV MetroNews.
The Berkeley County School District first became aware of the allegations last Wednesday. According to Superintendent Ryan Saxe, the district immediately reported the situation to authorities and placed Seno on leave.
In a strongly worded statement, Saxe expressed his deep concern over the allegations, emphasizing the school district's commitment to student safety. He commended staff members who reported the inappropriate behavior, describing their actions as critical to uncovering the situation.
"Every student deserves to feel safe and respected," Saxe said. "We have an unwavering obligation to protect them and will work closely with law enforcement to ensure a thorough investigation."
The district has reiterated its dedication to fostering a secure and supportive environment for all students while promising a full review of its practices to prevent similar incidents in the future.
As the investigation unfolds, the situation has drawn significant attention from the community, with parents and officials demanding accountability. Authorities have not disclosed further details about the case, citing the ongoing nature of the investigation.
This case underscores the importance of vigilance within schools and communities, as the safety and well-being of students remain a shared responsibility.
After the shocking arrest of Musselman Middle School teacher Luke Seno on 40 charges of grooming and sexually assaulting a student, many are left wondering what legal steps survivors and their families can take. In an interview, West Virginia sexual abuse attorney Jesse Forbes shares his perspective on the legal pathways available, the responsibility of schools, and the importance of acting swiftly to ensure accountability and support for those impacted.
Editor Darla Medina: Mr. Forbes, what are the legal steps available for students or families impacted by cases like this?
Attorney Jesse Forbes: When a teacher is accused of such serious misconduct, the survivor and their family have both criminal and civil options. On the criminal side, the state will prosecute the offender, which can result in prison time if they're convicted. On the civil side, survivors can file lawsuits against the individual or even the school district if there’s evidence of negligence, such as failing to act on warning signs.
Medina: What kind of evidence would typically support a civil case against a school district?
Forbes: Evidence that the school ignored prior complaints, failed to conduct thorough background checks, or didn’t follow proper reporting protocols could strengthen a case. Schools have a duty to safeguard students, and any failure to meet that duty can lead to liability.
Medina: For families considering legal action, what would you say is the most important first step?
Forbes: Speaking with an attorney who specializes in sexual abuse cases is vital. These families need someone who understands the laws and can guide them through what’s often a complex and emotionally taxing process. Acting quickly is important, as evidence and witness accounts can degrade over time.
Medina: Are there resources available to help survivors outside of the legal process?
Forbes: Absolutely. Counseling services, advocacy groups, and hotlines are available to provide emotional support and guidance. Healing often starts with finding a supportive network and knowing you're not alone.
