Florida Pastor Faces Allegations of Sexual Assault

A local pastor, Pheguel Pierre Louis, is under scrutiny following serious allegations of sexual misconduct. According to The Palm Beach Post, Pierre Louis is a pastor at L'Eglise Sanctifiee De La Nouvelle Jerusalem, located at 725 SW 10th St, Pompano Beach, FL 33060.

The 40-year-old minister reportedly visited a 23-year-old parishioner in response to a troubling dream he claimed to have had about her. Upon entering her home, Pierre Louis expressed concerns for her safety and offered to pray for her well-being.

While both individuals provided matching accounts to law enforcement initially, their narratives diverged regarding the events that transpired inside the residence. Pierre Louis stated he performed a ritual of laying hands on the woman, a practice he claimed is common in his ministry at New Jerusalem Church in Riviera Beach. However, the woman alleged that he coerced her into removing her dress and sexually assaulted her, actions she reported to authorities.

Following the incident, Pierre Louis was arrested in August 2023 and charged with sexual battery. After spending eight days in jail, he reached a plea agreement with prosecutors that allowed him to plead guilty to felony battery. The terms of this deal included a withhold of adjudication, meaning he avoided becoming a convicted felon and was sentenced to five years of probation.

Church Leadership and Ongoing Investigations

Despite his legal troubles, Pierre Louis has remained in a leadership role at the New Jerusalem Church, where he was listed as vice president as recently as March. His social media presence suggests he continues to lead services. However, the Palm Beach County Sheriff's Office is actively investigating additional claims against him, suspecting he may have assaulted other church members.

Deputies have identified a second potential victim, who is reportedly the sister of the initial accuser. This woman has also come forward with accusations against Pierre Louis, stating he assaulted her under similar circumstances in the spring of 2022. While her testimony supports her sister's claims, it has not yet led to further charges.

Call for Information

Authorities are urging anyone with information regarding Pierre Louis or potential additional victims to reach out to Special Investigations Detective Clifton Hamilton at (561) 688-4155. As of October 14, no new charges have been filed against the pastor.

When contacted for comment, Pierre Louis denied any inappropriate behavior, asserting that his explanation of the events was not believed by law enforcement. His former defense attorney has refrained from commenting on the case or its developments.

Understanding Legal Rights for Pastor Abuse Victims

In the aftermath of troubling allegations against a pastor, the conversation surrounding the rights of victims becomes increasingly important. Florida attorney Jen Lipinski, experienced in sexual abuse cases, shares the legal avenues available for victims of clergy abuse. She discusses how to hold negligent churches accountable and the steps that can be taken to seek justice in these sensitive situations.

Editor Darla Medina: Thank you for joining us today. Can you explain what legal rights victims have if they are sexually abused by a pastor?

Attorney Jen Lipinski: Absolutely, Darla. Victims of clergy abuse, including children, have the right to seek justice through civil lawsuits. They can file claims against the individual abuser as well as the church if it can be shown that the church was negligent in protecting its members.

DM: What constitutes negligence on the part of a church?

JL: Negligence can occur if a church fails to properly vet its leaders, ignores prior allegations, or does not have effective policies in place to protect congregants. If they allow an abuser to continue in a position of authority despite knowing about previous misconduct, they can be held legally responsible.

DM: Are there specific laws that protect or support victims in these situations?

JL: Yes, many states have laws that allow for extended statutes of limitations for victims of sexual abuse. This means victims may be able to file claims even years after the abuse occurred, which is vital for those who may not have felt ready to come forward earlier.

DM: What advice would you give to victims or their families who are considering legal action?

JL: I would advise them to consult with an attorney who specializes in sexual abuse cases. It's important to understand their rights and the options available to them. Documentation of any evidence or reports made to the church or authorities can also be incredibly helpful.

DM: Thank you for sharing this important information with us.

JL: Thank you for having me, Darla. It's vital that we continue to support victims and hold those responsible accountable.
