In a coordinated effort, various law enforcement agencies have descended upon a building owned by Hubbard Township Trustee and Republican candidate for Trumbull County Commissioner, Rick Hernandez. The raid took place at the 3C Foot Spa located at 180 Youngstown Hubbard Rd, Hubbard, OH 44425, less than half of mile from Hubbard Elementary School.
Agents from the Mahoning County Sheriff's Office, Hubbard Police Department, and other law enforcement entities are searching the backyard area and interior of the building. Yellow tape has been placed around the parking lot, indicating an ongoing investigation, according to 21 News.
According to a press release from the Hubbard Police Department, this investigation has been ongoing since February 2023. The probe has uncovered evidence of commercial sex trafficking at the location.
"Human trafficking is a heinous crime that affects the most vulnerable in our society. Our department is dedicated to protecting these victims and bringing their perpetrators to justice," stated Hubbard Police Chief Bob Thompson.
Simultaneously, two other massage parlors are being raided - one on Market Street in Beaver Township and another on Belmont Avenue in Youngstown. The Beaver Township raid is in connection with the Mahoning Valley Human Trafficking Task Force, following several complaints of prostitution.
At the Youngstown location, an undercover agent was solicited for sex acts in exchange for money, prompting the search warrant execution. Police detained a 49-year-old woman, Yuli Guo, and charged her with one misdemeanor count of soliciting.
Hernandez, the owner of the 3C Foot Spa, states that he was unaware of any illegal activities taking place on his property. He has reached out to authorities in Cleveland and Youngstown, seeking information about potential investigations, but claims he did not receive any responses.
The investigation is ongoing, and authorities have not yet confirmed if the various raids are connected. No charges have been filed against Hernandez, and it remains unclear if any victims have been identified.

JB: Certainly. Under federal and state laws, sex trafficking survivors have the right to seek compensation for the harm they've suffered. Importantly, many of these rights extend even if the victim was coerced into criminal activity as part of their exploitation.
DM: That's good to know. What about holding negligent parties accountable, like businesses that may have turned a blind eye to trafficking activities?
JB: You raise an excellent point. In cases where businesses or property owners are aware of, or willfully ignorant to, trafficking on their premises, they can be held civilly liable. Survivors may be able to pursue claims against these negligent parties, seeking damages to help with their recovery and healing.
DM: That's really eye-opening. What advice would you give to anyone who suspects they or a loved one may be a victim of sex trafficking?
JB: The most important thing is to reach out for help. There are numerous national and local organizations that provide confidential support services and legal assistance to trafficking survivors. I would encourage anyone in that situation to contact the National Human Trafficking Hotline. Additionally, victims should reach out to an experienced sex trafficking lawyer to connect them with the resources and guidance they need to take the next steps.
