Authorities are actively seeking Shakur Austin, 26, a staff member at Devereux Pennsylvania Children’s Services, located at 390 Boot Rd, West Chester, PA 19380, who faces multiple charges related to the sexual assault of a teenage patient. The allegations have prompted an extensive investigation, following a report made on July 3, 2024, according to NBC Philadelphia.
Austin is wanted for a range of offenses, including involuntary deviate sexual intercourse with a child, unlawful contact with a minor, statutory sexual assault, and institutional sexual assault. The investigation began after staff at the facility reported rumors of misconduct involving a 14-year-old female client.
Surveillance footage reviewed by Devereux supervisors revealed Austin engaging in sexual acts with the underage client on June 30, 2024. Following the incident, investigators spoke with the girl's mother, who expressed concerns about her daughter's emotional state since leaving the facility. The mother noted that Austin frequently bought her daughter food and allowed her to make calls, raising further alarm about his conduct.
Detective Michael Buchmann from West Whiteland Police indicated that Austin may have used his position to groom the victim prior to the assault. "Offenders will groom the children by providing gifts and services to make it easier to offend," Buchmann stated.
With mounting evidence, investigators have obtained additional footage of the alleged assaults. A warrant has been issued for Austin's arrest, and police are continuing their search. He is known to have connections in the Philadelphia area and Montgomery County, particularly in King of Prussia. Austin is described as 5-foot-11, weighing 170 pounds, with black hair and brown eyes. Anyone with information regarding his whereabouts is urged to contact West Whiteland Township Police.
In light of the allegations, a spokesperson for Devereux Advanced Behavioral Health emphasized the organization's commitment to safety. "Devereux does not tolerate abuse of any kind – by anyone," the spokesperson stated. "We identified and reported the alleged incident to the authorities and are cooperating fully with the police investigation."
In the wake of alarming allegations against a staff member at Devereux Pennsylvania Children’s Services, the legal landscape surrounding sexual assault in residential treatment centers has come to the forefront. To better understand the rights of victims and the avenues available for accountability, we spoke with Pennsylvania attorney Guy D'Andrea. His experience sheds light on the steps victims can take to protect themselves and seek redress.
Editor Darla Medina: Thank you for joining us today. Can you explain the legal rights available to victims of sexual assault in residential treatment centers?
Attorney Guy D'Andrea: Absolutely, Darla. Victims have the right to seek justice through civil lawsuits against the individuals involved and the facility itself. They can pursue claims for damages, which may include emotional distress, medical expenses, and loss of quality of life.
Medina: What steps should a victim take if they want to hold negligent parties accountable?
D'Andrea: First, it’s vital to report the incident to law enforcement and document everything—dates, times, and any witnesses. Consulting with a lawyer who specializes in these cases can provide guidance on the best legal strategies. They can help navigate both criminal and civil avenues to ensure the victim’s rights are protected.
Medina: Are there specific laws that apply to residential treatment centers?
D'Andrea: Yes, there are several statutes that address the responsibilities of these facilities to protect their clients. If they fail to provide a safe environment or adequately supervise staff, they can be held liable for any harm that occurs.
Medina: Thank you for your valuable insights. It’s important for victims to know their rights and the resources available to them.
