A manager at Pat’s Pizza located at 3216 Edgmont Ave, Brookhaven, PA 19015, has been arrested on allegations of sexual abuse and exploitation involving teenage employees. Justin Pate, 32, faces multiple charges, including child abuse and rape, after authorities linked him to the victimization of at least three teenage girls, according to KYW Newsradio.
Delaware County District Attorney Jack Stollsteimer described Pate as a "serial child abuser" who exploited his position to target victims aged 15, 16, and 17. Authorities allege Pate used his role at the pizza shop to establish inappropriate relationships with the teens, leading to grave misconduct.
One victim, a 17-year-old, accused Pate of inviting her to his home, providing alcohol, and assaulting her. In another case, Pate allegedly exchanged alcohol for pornographic images from a 16-year-old. A third case involved a 15-year-old girl, with whom Pate is accused of pursuing a long-term relationship that was ultimately reported by her parents.
“These brave young women and their families have taken the bold step of reporting this behavior, which has allowed us to begin this prosecution,” stated Stollsteimer. He encouraged other potential victims to come forward and promised them support throughout the legal process.
Pate was arrested last week and is currently being held without bail at the county jail. His next court appearance is scheduled for August 7. Authorities continue their investigation and are urging anyone with additional information to contact law enforcement.
Victims of workplace sexual abuse often face uncertainty about their rights and the steps they can take to hold abusers accountable. To provide clarity on this issue, Pennsylvania attorney Guy D’Andrea discusses the legal avenues available to those who have experienced such violations, including criminal charges, civil lawsuits, and employer accountability.
Editor Darla Medina: What steps can victims of workplace sexual abuse take to seek justice under Pennsylvania law?
Attorney Guy D’Andrea: Victims have several legal paths available. Criminal prosecution is one route, as we're seeing in this case with the District Attorney’s office bringing charges. Beyond that, victims can also file civil lawsuits against the perpetrator for damages, including emotional trauma, lost wages, and other impacts.
Medina: Does the employer bear any responsibility in cases like this?
D’Andrea: Yes, it’s possible. If the employer failed to conduct appropriate background checks, ignored warning signs, or didn’t implement proper safeguards, they could be held liable for negligence. Employers have a duty to maintain a safe work environment, and a breach of that duty can lead to legal consequences.
Medina: What would you say to anyone who may be hesitant to come forward?
D’Andrea: It’s understandable to feel scared or uncertain, but coming forward not only helps hold the abuser accountable but can prevent further harm to others. There are also victim advocacy groups and legal professionals who can provide guidance and support throughout the process.
