Suspect Arrested After Shooting at Smith Tower Apartments
According to CNN, on October 3rd around 2 p.m. police responded to calls of a shooting at Smith Tower Apartments located on 515 Washington St, Vancouver, WA 98660.
Witnesses say the suspect, 80-year-old Robert Breck, entered the lobby of the building and opened fire. Then Breck went to his room, where he refused to exit once police arrived. After two hours, Breck was finally arrested.
Two female victims were hospitalized for their gunshot wounds and one male victim died at the scene.

Victims of criminal violence should understand that all commercial property owners are legally obligated to protect their patrons and employees from any reasonably foreseeable dangers. In order to fulfill this duty, property owners must provide adequate security. Which includes things like hiring security guards, installing metal detectors, or establishing well-lit parking lots. If a property owner does not provide adequate security and someone is injured on their property due to their negligence, then the victim may have grounds for a lawsuit against the property owner.
Inadequate security is not all that is necessary for violent crime victims to have a valid security negligence lawsuit. The victim’s lawyer must also prove that the crime that took place was reasonably foreseeable. For instance, if a shooting occurred in an apartment building with a prior history of criminal violence, and no security improvements were made, then the crime may be deemed reasonably foreseeable. Therefore, if a reasonably foreseeable crime occurs on a property because of inadequate security, then the property owner may be held liable for the crime.
