Kevin Curtis Jones, 33, pastor of Summit Church located at 245 Martin St, Elkins, WV 26241, was arrested on Wednesday on a felony charge of soliciting a minor via computer. He is currently being held at Tygart Valley Regional Jail on a $50,000 cash-only bond, set by Randolph County Magistrate Benjamin Shepler.
The arrest followed an investigation led by Deputy and Task Force Officer D.A. Cale of the Barbour County Sheriff’s Office, working alongside Cpl. C. Parks. The criminal complaint alleges that Jones used electronic communication to engage in inappropriate contact with a minor who attended his church, according to The Parkersburg News and Sentinel.
The alleged victim, no longer a juvenile, told investigators that Jones began messaging them about entering a "clandestine relationship" once they turned 18. This communication reportedly started after a visit to Jones' house in December 2023, during which the alleged victim and other juveniles were present.
Law enforcement executed a search warrant Wednesday at Smokey Bottom Campground, where Jones was located in an RV off Route 33. A significant number of electronic devices, including cell phones and storage devices, were confiscated as part of the investigation.
The alleged victim spoke with authorities outside the RV, confirming their belief that Jones had solicited them. The complaint highlights Jones’ position as a trusted figure in the victim’s life, noting his role as their pastor and the power dynamic it created.
Court documents state that Jones “used a communication device to contact the victim to solicit, entice, seduce, or lure them into a clandestine relationship.” Investigators emphasized the breach of trust involved, with Jones allegedly taking advantage of his position as a person of authority at Summit Church.
This case has left the community grappling with the allegations, as law enforcement continues to review evidence and move forward with charges.

When allegations of abuse arise involving someone in a trusted role, such as a pastor, families often face overwhelming questions about what steps to take. To address these concerns, attorney Jesse Forbes, a seasoned advocate for survivors of pastor sexual misconduct in West Virginia, explains the legal pathways available to families seeking accountability and support. In this interview, Forbes provides clarity on how the law addresses such cases and what families can do to protect their rights.
Editor Darla Medina: Given the allegations against Kevin Jones, what legal options are available to individuals who may have been victims of abuse in situations like this?
Attorney Jesse Forbes: Victims in these cases have both criminal and civil options. On the criminal side, the state prosecutes the offender, as we’re seeing with Pastor Jones. For the victims themselves, they can also pursue civil claims to seek compensation for the harm they’ve endured. This could include emotional distress, therapy costs, and other damages related to the abuse.
Medina: How does the fact that the accused is a pastor affect the legal process?
Forbes: When the accused is a pastor or someone in a position of trust, it can strengthen the victim’s case in civil court. West Virginia law recognizes the added responsibility that comes with roles like pastors, teachers, or coaches. If a person misuses that trust, it’s viewed as an aggravating factor. It also opens the door for claims against the institution—such as the church—if there’s evidence they failed to act on prior warnings or signs of misconduct.
Medina: What advice would you give to someone who might be struggling to come forward?
Forbes: The decision to step forward can be incredibly difficult, but victims should know they don’t have to face it alone. There are resources and legal professionals who can guide them through the process. Confidentiality is always a priority in these cases, and taking the first step can be empowering. It’s about reclaiming control and ensuring accountability.
