A nurse practitioner based in El Paso, Texas, has relinquished his license following accusations of engaging in sexually inappropriate relationships with patients. Documents from the Texas Board of Nursing detail allegations against Victor Lee Ilog, who is accused of misconduct involving three separate patients during his tenure at two healthcare facilities between 2021 and 2025, according to KFox14.
The allegations outlined in official documents include claims of inappropriate sexual relationships with two patients and a breach of professional boundaries with a third. Ilog, who worked at Atlantis Behavioral Health Services from 2021 to 2025, is accused of exploiting a patient's bipolar manic episode, reportedly leading to a sexual relationship both in and outside the office. Such episodes are known to heighten impulsivity and hypersexuality, which made the patient particularly vulnerable, according to the reports.
Another patient has alleged misconduct during Ilog's time at Grow Therapy, spanning from July 2024 to April 2025. This accusation also centers on an inappropriate sexual relationship.
The third allegation involves claims that Ilog encouraged a patient to use drugs such as Ecstasy for sexual purposes and allegedly showed the patient a nude photograph of himself. These incidents are said to have occurred in 2024 and early 2025 during Ilog's employment at Atlantis Behavioral Health Services. In his defense, Ilog stated that any discussions about sex with this patient were strictly professional, focusing on marital and intimacy issues.
On September 24, Ilog surrendered his nursing license in response to an order mandating its suspension. The Texas Board of Nursing has confirmed that he may apply for license reinstatement after one year.
Atlantis Behavioral Health Services has addressed the situation, emphasizing that Ilog was no longer contracted with the organization as of May 2025. In a statement, the facility reaffirmed its commitment to patient safety and ethical standards, noting that any violation of professional conduct is taken with the utmost seriousness.
“We maintain a strict zero-tolerance policy toward any conduct that violates professional, ethical, or legal standards. The safety, dignity, and well-being of our patients remain our highest priority,” the statement reads.
Victor Lee Ilog earned his bachelor’s degree in nursing from the University of Texas at El Paso in 2007. The allegations now cast a shadow over his career, raising questions about professional boundaries and ethical responsibilities in healthcare.
The case underscores the serious implications of boundary violations in medical practice, with patient safety and trust remaining at the forefront of professional healthcare standards.

When trust is violated within the healthcare system, victims and their families are often left grappling with emotional trauma and uncertainty about next steps. To address the legal avenues available in cases of sexual misconduct by medical professionals, we spoke with Anjali Nigam, a seasoned Texas lawyer specializing in sexual abuse cases. In this discussion, she outlines the steps families can take to seek accountability and how the legal system can provide a path for recovery.
Editor Darla Medina: Cases like the one involving Victor Lee Ilog raise many questions. What legal steps can families of victims take if they believe a nurse has abused their trust?
Attorney Anjali Nigam: Families of victims have several options. They can file civil lawsuits against the individual nurse for damages related to the harm caused. This could include compensation for emotional distress, therapy costs, and other impacts on the victim’s life. Additionally, if the abuse occurred within a healthcare facility, there may be grounds for a case against the employer if they failed to properly screen, supervise, or act on prior complaints."
Medina: What role does the Texas Board of Nursing play in such cases?
Nigam: The Board of Nursing oversees professional conduct and licensing, which is critical for ensuring accountability. While surrendering a license or disciplinary action helps protect future patients, it doesn’t address the personal damages suffered by victims. That’s where the civil justice system comes into play.
Medina: Are there challenges families face when pursuing legal action in cases like this?
Nigam: Absolutely. One significant challenge can be proving misconduct, especially if the abuse occurred in private settings. Gathering evidence, such as medical records, texts, or corroborating testimony, is vital. Families should consult with an attorney experienced in abuse cases to navigate these complexities.
Medina: What would you recommend to families seeking justice?
Nigam: They should act quickly to document any evidence and connect with professionals who can guide them through the process. Timely action helps strengthen their case and ensures they have a voice in holding the perpetrator accountable.
